The Central Election
Commission (CEC) convened a Commission Meeting on August 15, 2017 to pass the
constituency alternation for the next municipality, county/city council
election. The municipalities and county involved were Tainan City, Taichung
City, and Taitung County.
In
order to achieve a better balance between the constituencies with regards to
size and population, the existing 18 constituencies in Tainan city were merged
into 13 instead. This mergence would not only ensure a more effective
representation of the people in Tainan, but also promote women’s participation
in politics. According to the law, there must be one reserved seat for women
for every four candidates elected in each constituency; consequently, a larger
number of candidates elected in each constituency would also mean more reserved
seats for women.
On the other hand, due to
factors such as geographical environment, population distribution, and
assurance of balanced development between ethnic groups, both Taichung’s 16th
constituency (high land indigenous constituency) and Taitung’s 8th constituency
(low land indigenous constituency) were divided into two smaller constituencies
each with a seat allocated to all the newly formed constituencies.
